Swap fee
Every buy or sell pays 10% in ETH. The v4 hook takes the fee in the same transaction as the swap.

Eligibility
Anyone holding BASEPOT at the moment the draw resolves is eligible. Winner is picked by weighted random selection where each holder's weight equals their token balance. Burn-ticket bonuses stack on top of balance weight for their active window.
No opt-in, no registration, no minimum balance. 1 wei of BASEPOT gets you 1 wei of weight.

Edge cases
- No holders at draw time: pot rolls forward 100%. Draw counter still advances.
- VRF fails to fulfill: draw state is pending. Anyone can reset after 24 hours and re-trigger. Pot is preserved.
- Quiet hour: if no swap happens, Chainlink Automation calls
pokeDraw() on the hour. Any bot can also call it for the finder's fee.
- Winner is a contract that rejects ETH: transfer still succeeds (paid as WETH which is a standard ERC20). Responsibility to handle the tokens is on the winning address.
